Yes. Stikwood takes on the strength of what it is applied to, so if your wallpaper is like most, adhered really well to the wall—requiring intense effort and special equipment to remove then you can probably put Stikwood right over it. If it is peeling and coming off the wall all by itself, or has water damage, you'll want to remove it and prime the wall prior to installing Stikwood. 

There are thousands of different wallpapers, so you should test it out by applying a sample to make sure it adheres well before installing Stikwood.
